Difference is this is the U-23 team, not the actual National team.

Nope.
This isn't a FIFA sanctioned event. Most clubs are keeping their best players with preseason in full swing.

Exactly. They have to play (if interested) at the Euros, Copa, World Cup, etc. Olympics is considered a lower level tournament, even below the Nations League.
