I would say the reason why the men are U-23 is because the big money teams absolutely do not want to release their players for back-to-back tournaments in the same summer.
And they have clout to call their shot while the women’s sides absolutely do not.
How Man City agrees to let Alvarez play in both tournaments is a surprise to me.

The big money teams also gained nothing by the 2 tournaments just played in Europe and here. Would be way cooler to have world cup and meaningful Olympic games staggered 2 years apart. Instead we have the ioc and fifa conspiring together to prevent that.
