Effective 8/1 it will be against the law to release balloons intentionally in Louisiana.
MONROE, La. (KNOE) — In just four days, litter laws are expected statewide. Louisiana’s new law banning outdoor balloon releases takes effect Saturday, Aug. 1, making the state one of 12 in the country to prohibit the practice.
Environmental concerns behind the ban
Sheila Kay Downhour, executive director of Ouachita Green, said she has seen the environmental damage caused by released balloons firsthand.
“It’s probably been about two months now. I was driving by someplace, and I saw something huge in this field, and I was like, ‘I wonder what that is?’ And so I went over and I picked it up, and it was a big Mylar balloon,” Downhour said.
She said balloons that are released can land on power lines, causing disruptions, or end up where wildlife or cattle can consume them, creating problems for farmers.

Now make littering illegal and enforce it... oh wait.

ahhh... 6 year old me feels vindicated.
when we got balloons at events as little kids, my parents would tell us to make a wish and let it go before we got in the car... presumably because it would end up in one of our ceiling fans within minutes of getting home. being a devoted reader of Nat Geo Kids, I'd always screech about the environment when it was time to let the balloon go.

Did they exempt NOAA/NWS from this new law?

100th day of kindergarten. Everyone went out and released a balloon with a card attached that had our school, class, name, and wish wish a request if found to send back to the school with a note of where it went.
Whooops.
Still pissed mine never turned up

Isn’t there a major helium shortage?

Someone found my balloon and called in. Probably a good way to get murdered in 2026 putting all that info on a card.

People forget they have to land. I find them on my hunting land often. Prevailing winds i guess.

Was walking on a Chandelier Island and found a balloon and a note. I sent it back to the source.

It probably dropped in or near a deer bedding area. Deer use the same wind currents that pulled the balloon into the area to smell incoming predators.
