Twenty years ago, some one in the Krewe of Hercules thought it was a good idea. They made it to the turn at the Mall, the confetti hit the power lines and created a light show like no other, half of Houma lost power because of the Mylar confetti.
I think it is mandated to use paper confetti now.

I think it's a stupid law, but I'm not really sure what the constitutional right to release balloons is supposed to be.

A few years ago uncle earls did a balloon release on st Patrick’s day as I was walking by. It blew a transformer and shut down everybody’s power for a few hours

Thirty some years ago that sort of release was stopped because endangered turtles would eat deflated balloons , the turtles would be thinking they were fish, and then die from starvation when their guts got clogged.

Dr. George C. Fraser (often spelled Frasier in some event logs) served as the Director of Marketing and Communications for the United Way of Greater Cleveland in the mid-1980s. He is widely recognized as the mastermind who envisioned Balloonfest '86.
He later described the event as both his "greatest success and his biggest failure."
His Role in Balloonfest '86
The Inspiration: After seeing a Life magazine photograph of a 1.2-million balloon release at Disneyland, Fraser proposed a larger release in Cleveland to kick off a United Way fundraising campaign and rejuvenate the city's public image.
The Execution: He brought in renowned balloon artist Treb Heining to handle logistics, raising money by selling sponsorships of two balloons for $1.
The Aftermath: Due to an unexpected storm system, the 1.5 million released balloons were pushed back down over the city and Lake Erie. This caused traffic accidents, airport closures, and critically interfered with a Coast Guard search-and-rescue mission. The incident resulted in millions of dollars in lawsuits filed against the United Way and the city.
Life After the United Way
Following his 20-year career holding leadership roles at major organizations like Procter & Gamble, the United Way, and Ford Motor Company, Fraser transitioned into entrepreneurship.

In 1987, he founded FraserNet, Inc., a global networking organization dedicated to economic development and increasing business opportunities for people of African descent.
Author and Speaker:
He became a renowned speaker and best-selling author of several books, including Success Runs in Our Race and Mission Unstoppable (co-authored with Les Brown).
Accolades:
He was named one of the "Top 50 Power Brokers in Black America" by Upscale Magazine and inducted into the Minority Business Hall of Fame.
