2 story house but has those open layouts so the bulbs are in the ceiling and a 14ft ladder isn’t enough. Is there some other method to get this replaced without having to build a structure inside the house?

Q: How many Aggies does it take to screw in a light bulb?
A: Three. One to hold the light bulb, and two to turn the ladder

They sell poles with suction cups on the end for this purpose.

What UpToPar said. Pole with suction cup on the end. Easy as pie and no nasty falls.

I have a buddy who's one of those people who lacks a fear of heights gene. He would stand on tiptoes on top of the ladder and give zero fricks.

Get a telescoping pole with a suction cup on the end. That is what we use. works well.
