They make poles specifically for this
I swear I wonder how some people manage to make it through each day

Put the 14ft ladder on top of two end tables

Assuming they are recessed, I use the grabber tool (Bayco?) on the end of a 15’ telescopic pole I use for painting as well.

The extension poles work well for down-facing bulbs like can lights, but many chandeliers need access from above. We have one in both the foyer and great room that the top of the globes are ~22 feet up. The solution I use (both heavy, expensive and a PITA to set up in the room) is an 18' step ladder.
I celebrate the day LED bulbs became available and reliable. I used to have to pull that behemoth out at least once a year; now it is only once every 3-5 years.

They sell poles with suction cups on the end for this purpose.
OP already has some things around the house that could work.

Don’t do it the way the dude in The Housemaid did.

My father in law was painting his ceiling and was standing on a small step ladder wedged on top of an 8 ft ladder. I'm shocked he's never been seriously injured.

I leave it be like my beeping smoke alarms.

Those suction cup things are difficult to use, if the fixture hangs by a chain, it can be hard to attach the suction cup. I have the same problem, my atrium is 2 stories high and the bulbs point upward. I wait until a couple of bulbs burn out, then I call the guy who painted the interior, he stops by with a ladder and changes them, It only takes him a few minutes, I give him $20 and he's glad to do it.
Hint: I replace the bulbs with high end LED's, those have never needed replacing. I only have 3 old style bulbs left.

I just pay my Electrican to do that shite. I don’t do heights.
If I can’t handle it with an 8 foot ladder I’m out.
