Leg and arm extender.
Are they open can lights? If so an extended pole with a lamp changing head.
If they aren't an extension trestle ladder will work. They used to be called A frames or fitter ladders. It is a normal looking step ladder with a section that extends through the center straight up. You climb up one side, climb up the center section, toss one leg over the top, hook that foot under a rung and work away. You can probably rent one somewhere.

10’ joint of Sch40, duct tape a plunger to one end, bingo…

I don’t have much of a fear of heights, but standing up on top of an 18 foot step ladder not braced against the wall would start to get me thinking about it, especially if it’s just standard ladder width.

three sections of scaffolding with casters, pins, cross arms and 3 walk boards can be rented at most rental places for about $50 a day per section. It'd be a lot of work but would give you a 15 foot platform to stand on and with a normal 5'9 height and normal length arms you should be able to reach 22 feet or so easily. If not add a 4th section.
If they do not have exposed lamps I would hire an electrician to change the fixtures out to one that did have open lamps because they ain't going to last forever.
While they are there get them to disconnect the smoke detectors at that height also or you will be in the same boat when it starts chirping. There is NO data to suggest that multiple smoke detectors make a home safer and certainly none mounted that high off the floor. There is no real data that suggests ANY smoke detectors make a home safer that is the result of anyone doing the research without a vested interest in selling smoke detectors. Its a long sordid history but death by fires in residences in the US has been on a long steady decline since the 19030s and the introduction of smoke detectors has not altered the slope of that equation at all......if they had made a difference that slope would have steepened for some period...it did not.

An 18' step ladder is very wide at the bottom, which, besides weight and just being very cumbersome, is the reason I hate setting it up. In my house it is not a big deal in the foyer but a real PITA in the great room because I have to move furniture before and after. As for heights, while I respect them, I will absolutely use a "not a step" on a ladder, but I have slept 1000+ feet off the ground on a portaledge many times.

Got this yellow pole at a local hardware stores years ago. Fully extended it might go 2 stories. On one end has this think to hold the lightbulb while you install / remove it. I mostly just use it ceiling lights now and get a handyman to do the outside gutter lights.

We have high ceilings, around 16 feet. I bought a multi-position Gorilla ladder with 26' reach. Paid $299 on sale at Home Depot, and worth every penny. Folds together and collapses to 8' for easy storage.

I never replaced any of the CFLs installed by the builder that died in my foyer (about 30'.) They were useless to begin with, no reason to replace them. There was a chandelier in the foyer already, I just ignored them.

Had a house with cathedral ceilings once. Had these light bulb changers that were in king extending sticks. Liwes had then.

The younger generation feels the need to hire a service to change light bulbs then bitch about what things costs now a days.

$24.98!?? Just pay the guy standing outside Home Depot $10 to do it for you.
How cost effective of you. Pay someone $10 every time you need to change a light bulb or buy some tool once for just $15 more
