Simple, you will pay a tax based on the miles you drive. A usage tax, if you will. There will be a tax. The government is not going to take it's hand out of your pocket, and in the long run, an EV will not be any cheaper to travel in that an ICE.

And use that opportunity to requires location transponders that report back to our overlords. But don't worry, they will only use the data to calculate your highway use taxes, not to monitor your every move.
ETA: Of course they probably do that with our phones already.
