Is Craftsman still the best brand of hand tools?

About to buy some for my son as a gift and want the best quality without a ridiculous price.

Your original premise is not correct. Craftsman tools were never the best brand of hand tools.

Not as good and far above as they used to be years ago, but still good quality tools. I still prefer their screwdrivers and racket/sockets. A hammer is a hammer unless you are in a trade where you use it all day long.
Personally, I wait for sales on Craftsman stuff because they are a little overpriced at their regular price.

Used to be DeWalt made in America, but now everything is made in China so it doesn't really matter.

Sears sold the rights to Craftsman to Stanley tools. Not sure how the lifetime warranties are handled now.

Craftsman is still probably the best value for home use hand tools. Snap on is the best for most hand tools, and is severely overpriced.

Cousin in the tool bidniss once told me they did a factory tour. Snap-on, Mac, and Craftsman were all forged in the same factory in Mexico. They simply changed the dies for the branding day-to-day.

Craftsman has offshored (China) most of their production and the quality has followed downhill. The "lifetime replacement" ratchet you get is not as good as the broken one you are turning in. Very few of the craftsman tools are made in the USA any longer.
It all depends on what you want.
Best overall (and priced accordingly)-Snap On
Best value for the money (IMHO)-Tekton (Parent company makes Gearwrench also). The Taiwanese tools are very good for the money and higher quality than most Chinese equivalents. Shop around on amazon for a few socket and wrench sets to get him started.
