It's a better message that BatB

Teaches young women to always want the bad boy. Hoping that they can be the one who changes them (in this case - beast). Belle succeeds, but how often in real life do women succeed at changing someone wrong for them into someone who is good for them. Rarely if ever.

Gaston was wrong for her. Belle's feelings for the Beast didn't articulate until he changed. You've got the causation backwards. She hates him until his sacrifices for her showing her that he's someone different than he originally showed.
