Louisiana legislators compromise to fully fund TOPS

Rep. Paula Davis, R-Baton Rouge, a first-term legislator, presented the compromise bill that resolved a battle in the House over renewing part of a cent of state sales tax.

The House erupted into cheers Friday after voting 74-24 to renew 0.45 percent of an expiring penny of sales tax until 2025

Legislators said the compromise should provide enough money to fully fund TOPS, higher education, state health care services and other priorities

The House also voted 95-1 to approve a spending bill and sent both measures to the Senate.

Gov. John Bel Edwards said he expects the Senate to pass the bill without amendments by Sunday night.


I know many LSU students and their families will be relieved to hear the news.

Wood but that doesn’t mean I am not disgusted with our Legislature and Governor. Those fricks haven’t ever met a tax they didn’t love. Bunch of lying bastards. Cut spending, no new taxes.

I have had very mixed feelings about TOPS for quite some time.

Should, but will not. It will be used for pet projects and skimmed off. "We need more taxes" will, once again, be the battle cry.

Tops isn’t an entitlement program, you have to work hard for it. At least a 2.0 gpa and a 12 on the act

Yep. What was once a fantastic way to reward students for busting their arse to make good grades is now just government funded tuition for everyone from Kayleigh to Tyrone.

It should never have become a needs based scholarship. The point of TOPS was to reward merit.

No noose until the legislature changed the rules and allowed colleges to raise tuition on their own.

Until then, tuition and TOPS were synchronized and actuarially sound.
