1998 was the first year it went under the name TOPS, but it started in 1989 as the Louisiana College Tuition Plan. Changed to the Tuition Assistance plan in 1992. Renamed TOPS in 1997 for the 1998 year.

I can remember talking with my guidance counselor about things I could look for to qualify for college money. Seems like she would have mentioned this to me if this was really an option.

Yea, they get to keep their handout.
Tops is a good thing for real students trying to better themselves. Otherwise, our kids will be paying off student loans for the rest of their lives. However, they definitely need different requirements/stipulations. If you don't graduate with the help of the so called handout, you should have to pay it back!

There is reason the T in TOPS stands for Texas.
10% of all people born in Louisiana eventually move to TX.
Just look at all the prominent OT posters from 7-8 years ago and further back and where they reside now.

This! Or another option is to pay the amount after the semester. So yes they will have to pay out of pocket for the first semester (or take a loan) but the money is reimbursed as long as the grades are in acceptable levels. If it falls below, they get 1 warning semester and they only get 50% of the money. If they fail to meet requirements again, they lose it all together.

I gave myself 3 months as a time limit to start a suitable career in LA. If it doesn't happen, I'm gonna be forced to leave.
Eta: I absolutely do not want to leave. Not a single person in my entire family (even distant relatives) lives outside of Louisiana. But, if that's my only option, I've got to take it

and several others there screen names escape me at the moment.
But seems like 1/2 of Houston is from Louisiana or so it seems. Doesn't matter who comes to the door for various contractors and see my LSU shirt and ask if I'm from Louisiana, but say no, but lived in Baton Rouge for 13 years before moving to Houston.
