Set the standards on TOPS at a 3.5 GPA and a 25 on the ACT, force payback for academic drop outs, and require some time of work in the state and then you would only have people that are actually worthy of the money and would be using it for an education that could help better the state.

TOPS. requirements need to be raised, no doubt
quote:

The House also voted 95-1 to approve a spending bill
Spending money was an easy thing for them to agree on
quote:

House Republican leaders gradually gave ground from their original insistence on limiting the extension to one-quarter of a cent and then one-third of a cent.
quote:

two sides were deadlocked between Edwards’ continued insistence on a half-cent and a revised GOP offer to renew four-tenths of a cent of the tax.
House members agreed on Friday to split the difference after Edwards and Barras struck that deal.

Reps obviously didn't want a lower sales tax. They gave 20%, while dems gave 5%
quote:

Some of them have said they believe Louisiana does not have a revenue problem, but a spending problem that can be fixed by the administration allocating funds more efficiently.
Most legislators have ZERO idea that this is the case. They just find something that needs money, and then take it from people who have it

Also noted was that dems started booing like children when certain reps took the podium, and that the internet tax money would cover the lost 1 cent tax money

You don't pay near the dollars in to TOPS that you get out. Your tax dollars generally go elsewhere, meanwhile you can get nearly 40k from Tops. That's free shite from the govt no matter how you rationalize it. Any real conservative should be ashamed that they were advocating for its continued funding.

After busting my arse trying to find a job for the past month, Texas is looking extremely promising. I've had many people suggest I move there, and a few companies say they would immediately hire me if I did. Texas is just a much better state for new graduates, and there's no arguing that it isn't

Shite TOPS has always been racist according to some....yet I know several African American guys that got the highest TOPS level when I came out, went to LSU maintained it, and now are functioning members of society. I know they weren't the only ones.

Believe it or not there are African American children that pull themselves up by the bootstraps and do awesome things regardless of a culture (their culture) that largely tries to pull them into the gutter.

Are you going to hire them when there are no other jobs? Most kids don't want to leave, they have to leave to find work.

I don't fault anyone for wanting to start their career in Texas...Texas is an awesome place. I love visiting Texas. However, if you want Tops you have to give a little equity back to LA before you leave.....at least in my view thats how it should be. You don't have to take TOPS....if the reqs are something you can't live with then there are other avenues to pay for college as well.

Wasn’t tops initially set up as a private donation for merit based scholarships to keep students in state?

When did it turn into such a massive waste?

You can't get a 3.5+ GPA without putting in the work, no matter what race you are

They seriously need to implement a clause that you have to work in Louisiana for 2 years post grad or something like that.

And how would you predict if someone will be able to get an in-state job 4 or 5 years before they graduate? Most people don't want to leave, but they are forced to by the shithole that is LA.

Hell, for me, even Mississippi has better job prospects than LA, and buying a house is almost half as cheap

I had random jobs, including working construction. Does that count?

Fixed it for you - it's not just better for new grads.

And I live in Louisiana.

Hell yea.

There are jobs in this state....and decent paying ones at that.

Now granted there could be some majors that TOPS maybe shouldn't apply to. Or some majors where the award is less than a full ride. I mean theatre, basket weaving, etc. Likewise there are some majors that probably need an extra incentive....like teachers lord knows this state would kill to have more teachers that could say he I made a 3.5 in HS and a 25 on the ACT.

The other option is there could be some type of forgiveness of these standards if you attend grad school in the state (of course funded by you).

There is some way to keep this award but highly restrict it's usage to truly the best and brightest in the state of LA (with no needs based restriction) and allow the state to reap some reward from it.

yes

So it's an individual decision....if you don't think your prospects for what you want to do in LA are good then by all means do something other than TOPS....maybe consider going to college out of state to get yourself established in your new residence earlier. I mean people can make their own choice.....BUT when you get a 100% free ride from the state of LA you have to play by our rules. However, we are fine if you don't play.

The problem today is the rules allow basically everybody to play when that was never the point of the game.

Regardless, 30k has not gone to TOPS. Most goes elsewhere.
