Here's the biggest problem with TOPS: if you get accepted to a state college, you basically qualify for it.
It's pretty much the free college system that all those on here defending TOPS ridiculed Bernie for.

Yep. What was once a fantastic way to reward students for busting their arse to make good grades is now just government funded tuition for everyone from Kayleigh to Tyrone.
It should never have become a needs based scholarship. The point of TOPS was to reward merit.

1.) Get a Constitutional Convention on the books
2.) Elect a Republican with Brass Balls
3.) End Medicare Expansion/Gut LDH
4.) End statutorily protected agency funding for State Government via #1
No 1 is easy because everyone’s on record supporting it.
No 2 should be even easier given what JBE’s done to his electorate.
No 3 should be simple once No 2 occurs.
No 4 follows No 1

Agreed on all but the income limit. TOPS should always be a merit based reward for children of (tax paying) residents, otherwise it's just a welfare program for a sliver of the population who mostly cannot qualify or perform academically. We need to reward achievement, not redistribute wealth with the program.

The fact is to fix the problem we need the convention....anything else is essentially kicking the can down the road....however I don't expect any governor anytime soon that won't do exactly what JBE just did.....get the legislature to kick the can down the road so that he doesn't have to fricking deal with it again before he is done.

You're woefully misinformed.
TOPS started with an 18 ACT score, 17.5 core units, and a 2.5 GPA. Once you obtained those marks, you also had to be under the income cap to get it. It was a combination of merit and needs based criteria.

And eventually the academic requirements scaled with income, then it was opened to private schools, then the income scaling was done away with.
I didn't get TOPS because I was lacking one credit in Computer science, which would have been overlooked with my ACT and GPA, but my dad's income was too high.

Funny enough, the original bill in 1989 was opposed by some conservatives as fiscally irresponsible. It was also opposed by many black politicians who said the 18 ACT score was discriminatory as the average black ACT score in LA was 14 at the time. 30 years later and nothing has changed.

That's good news. TOPS was huge for me. I mean, it wasn't going to NOT pass, but still good news. And idk why you Texas people keep on about our own going to Texas. More of my classmates in law school were from Texas than anywhere besides Louisiana, and half or more stayed. Hardly anyone besides Texas people went to Texas.

I thought it started under Foster? It wasn't around when I graduated HS in '96.

As someone from a lower income family...that shockingly was smart considering what many posters on here seem to think of poor people....I had to pay for college with scholarships, pell grants, and student loans. Because I switched schools after a semester in shitty Monroe...I didn’t qualify for a scholarship when I switched to LSU. So that means loans and pell grants and whatever job I was working to pay for my personal expenses (housing, car, insurance, etc).
Point is....pell grant was awesome to have and I was very grateful for it. But it no way pays for all of college. I think I got maybe $1000-$1400 max a semester in pell grants. Even in the late 90s...that didn’t pay for everything.
