Sounds like some optimism coming out of Turkey. But dependent on Russia withdrawal to 2/23 positions and a referendum in Ukraine?

I guess most of them just missed any news of the Russian MoD announcement that they're drastically shifting gears on their objectives in this war...ER, "special military operation".
They did that because even they know they'll never take Kiev.

Apparently this happened a few years back and went into effect on Jan 1 2021

if imported goods are available on the market, but their quantity is insufficient;
if the quality of goods available in Russia differs from that of similar goods sold abroad; or
if imported goods are sold in Russia at inflated prices.
