Probably to help combat the population decline
They are doing a lot of government and corporate incentives to promote marriage and having children
This is probably meant to help get the two sides to mingle more in social settings. Bet they are also hoping that the nakedness gets the ball rolling more quickly lol

Japanese people have the least amount of sex on the planet. It is hard to get alone time. Love hotels are everywhere , but it isn’t easy for couples to match schedules. Even then, most women think once a month is plenty for anybody.

I went to the famous bath houses up near Nagano and their penis sizes were fairly normal from what I noticed. Not like I was blatantly trying to look, but the locals were 100% full frontal and didn’t seem to care to robe up or use towels. I like how in America we tend to use towels in saunas and steam rooms bc it’s awkward af when dudes are just straight up naked with no shame.

"Incentives to get married": youngest son living, & now married, in Japan for 7+ years, in a few weeks will be having their 2 child. If they have a 3rd child before wife turns 40, 38 now, their kids will have free education, through college. Including college. As for social settings, Japanese couples now have dating parties, as a way to get the sexes together. Per DIL, it's a male problem as fewer & fewer males are wanting to marry. Per custom, they are staying in the family home till they do marry or the parents pass.
