I did some more research and I now understand why they are stuck. I thought the nuclear option had been used multiple times before (and it has, but only on nominees and appointments). This would be a first to use it on a bill.

If the goal is to make amends for the Jesus AI image controversy, the most direct causal argument would be to quote the Gospels (the New Testament). By avoiding them, he effectively sidesteps the figure he allegedly "disrespected" in the Truth Social post.

It is incongruous - how can you try to make amends with your Christian-heavy base by reading Jewish text and ignoring the Christian gospel?
