Florida cop gives "cell phone while driving" ticket to woman who only has one arm

I watched at least a portion of the interaction yesterday, I think but did he actually give her a ticket in the end?

He did but it was dismissed before the court date due to lack of evidence.

Guy should have realized no matter what he saw he was going to lose this, laughed it off and went about his day.
That being said people are capable of amazing things. I remember back in my LEO days working a checkpoint and a woman drove up with no arms. She proceeded to put the van in park, grab her wallet, and provide me her license all with her feet.
