Which is precisely why you have different classes for students at differing levels.
I was a terrible math student, and had I been with my friends in various advanced math classes, I'd have virtually NEVER been ready to move on to the next topic. Had we been placed together, I'd have been in the position to force everything to grind to a halt to deal with my shortcomings.

If i had the opportunity to go read the test and fail, then come back the next day and retake it for a grade, just given the chance to read it and write what i read down after the test, i would make As and Bs without ever even hearing a word in school about the subject.

The students are doing what we should do with taxes. Maybe they will change their rules if we don’t follow them

We all know the education system hasn't really changed for a long time, there something else driving the increase in bad grades, how about finding that problem and fixing it instead of literally dumbing things down.

I’ve been teaching for 26 years, and I can tell you that the snowballing of policies like those mentioned in the OP are a big reason for the drop. They do not make anything better.

You know what is pretty amazing? How often kids meet expectations when they are clearly spelled out and held to them

DO you somehow feel better?.
We spend more money on education than almost any other country with catastrophic results, and its directly related to lack of parenting and lack of accountability, Not some A or D.

I haven’t seen anyone advocate for slowing down the entire lesson plan, just to allow kids to self select to go back and retake assignments.

It absolutely applies. You’re mantra is not having the weak, drag down the strong? Ok great. I agree. However that will never be the case, unless of course you want to continue subsidizing the weak and uneducated. Or change the educational system.
