UPDATE ON UKRAINE 16 December 2023

On 12 December 2023, Kyivstar, Ukraine's largest mobile network operator, suffered a cyber attack. Effects continued for at least 48 hours, impacting the company's mobile and data services. Kyivstar supplies over half of Ukraine's population with mobile and home internet services. The cyber attack reportedly left users without mobile signal or the ability to use the internet. Kyivstar reported that no personal data was compromised during the attack.

The cyber attack also reportedly disrupted air raid sirens, some banks, ATMs, and point-of-sale terminals. At the same time, the Ukrainian bank Monobank, was targeted with a Distributed Denial of Service (DDoS) attack, disrupting access to the bank's website.

With Ukraine's government resources and emergency services affected, this incident is likely one of the highest-impact disruptive cyber attacks on Ukrainian networks since the start of Russia's full-scale invasion.

"There's lawlessness here," a 58-year-old Ukrainian taxi driver told The New York Times in a report published on Friday that details the forceful tactics Ukraine military recruiters have been reportedly taking to boost the Eastern European country's manpower in the bloody fight against Russia.

The taxi driver from the Ukrainian city of Kitsman who declined to give his name out of fear of retribution told the Times that military recruiters seized his passport and only returned it to him days later after he showed up to a medical screening.

Local residents told the new outlet that recruiters from Kitsman have gotten a reputation as "people snatchers."

“There is no transit through Ukraine today. There is no railway connection between Russia and Ukraine, it is closed. But through, say, European countries, deliveries are quite possible. Spare parts are sold not as military goods but as goods of the national economy. No one carries armored hulls and heavy machine guns, and all the rest - nuts, keys, gears, bearings, carburetors, batteries - are not 100% military goods, yes, they can be included in goods of double value, but no one will prove… Let's say they go from Novorossiysk to some the port of Crimea, or the port of Moldova on the Danube, continues to get cargo or goods to the territory of Transnistria," Zhdanov explained.

He also noted that trade and economic relations between Moldova and Russia had not been severed; there is an agreement between the countries, such as in Belarus - on friendship and cooperation with the Russian Federation.
