Discretionary goes back to preCOVID levels.
Cut defense to $600 billion.
Make the states responsible for all Medicaid funding.
That will get you close to erasing the deficit.

GWB's SS plan would have been the most impactful spending policy in multiple decades
This is the correct answer.
Have to find a reform solution for SS if anything meaningful is going to happen.
Will also have to raise taxes. People don't realize it because of all of the, "Rich need to pay their fair share" nonsense, but the US has an extremely progressive tax structure compared to most other countries with robust entitlement mechanisms. In the vast majority of other countries who do, everybody pays taxes, and in a lot, if not most of them, the poor and middle class pay the same percentage or close to it.
Need some kind of constitutional amendment to require a balanced budget (that includes factoring in inflation, interest rate spikes, etc.).
And finally (finally for my list...I'm fully aware that this list is not exhaustive, it's just what I've got off the top of my head)—and people will not want to hear this—but we've got to stop spending $100,000 of taxpayer money on 82 year old PawPaw's cancer treatment so that he can live another 2 years and spend the last two months in hospice care instead of dying at home within six months.
Doesn't mean that PawPaw can't get the treatment, he just needs to pay for it himself. Take out a reverse mortgage on his house or something.
I'm not saying we have to completely delete Medicare, but the idea that it should pay for any and every treatment someone needs with zero regard for how good a survival candidate the patient is is simply not sustainable. We're not a healthy enough country for that kind of indiscretion.
There are all kinds of medical tables and charts that give predictions based on statistical analysis. We have a pretty good idea what a 76 year old obese male daily smoker patient with diabetes and who has survived two heart attack's chances are for living another five years, for example.
Under a certain percentage, we're going to have to start denying taxpayer coverage.
Again, that will get downvotes, but what we're doing now is extremely expensive. To the point of simply being unsustainable.

Selling fiscal conservatism, especially to former conservatives promoting leftist/populist economics, is the only hope.
If normal people use debt to live day to day, how can you convince them that debt is bad? Fiscal conservatism is fine if your entire society places value in living above zero debt.
How would you encourage people, who currently accept debt as a way to live without debt?

Why is it that so many of you always go to defense when cuts are discussed. Look I am not saying there is not fat to be trimmed in the dept of war, but there are plenty of other places to make cuts also. There are plenty of of stuff to cut along with streamlining military to make a difference and put a dent in this thing.
Say we make all the "cuts" you want to make. The government is going to look at that as a surplus. " We cut 1 billion dollars, so now we have 1 billion extra dollars to allocate to other things.
There is no reason to pay down the debt. The debt is real but imaginary. As long as the US is the big swinging dick in the world, we can bully anyone into anything.

Freeze spending for the next 20 years, nothing gets cut but nothing grows at all. They will call this cutting, but it’s the best you can hope for because they will never actually cut anything.

No, not really.
The stock market would still crash all to hell and other countries would still stop using the American dollar as the currency standard if we did something like permanently defaulted on debt obligations.

I've got a few ideas.

that people would support and that stand a genuine chance of being passed through Congress into actual law and policy?
There are none. This is why it will never be addressed. It's not possible in our current political and cultural climate.

Military is the easiest because that's where the most waste is. Anyone that politically opposed that is compromised. Social security is a sliding scale of different options and you're going to piss people off no matter what so you might as well piss off everyone at once. Have a defined date where retirement tiers get pushed back, increase the rate, make it means tested.

We need to cut back on entitlements, that’s a big one.

The only way to fix this is doing things that will piss off the left and the right.
Cut military spending. A bunch of drones and nukes is enough of a deterrent these days.
Dissolve Medicare/medicaid in their current form and enact single payer with strict price controls. Tax the shite out of private insurance profits. Increase taxes in general with the average amount people are saving from health premiums.
Remove caps on SSI tax. Remodel SSI funding to build money via investments and not just income from workers.
Force colleges to pay back federal student loans still outstanding after 20 years of payments.
Remove every bit of corporate welfare/subsidies except for things related to national security/food.
The single payer thing is the most tenuous because it seems counter-intuitive, but the thought is we’d be capturing the value that currently makes up profit for health insurance and drug companies.
I’d be fine with just the SSI/Military/Education reforms and seeing where we’re at.

If you think about it, Government spending is so pervasive in so many private sector industries, a 10% spending reduction probably puts the country into a recession. Government knows this, thus the lack of any action particularly with so called conservatives-aka Republicans.

You don't understand. The US controls the world through it's military power. Nothing you say will ever happen. In times of conflict, the stock market goes ape over defense stocks. In times of peace, tech stocks rule.
In what scenario would we EVER default on debt obligations? Give me any case.
Once the trust in American dollar erodes, the military might comes into play.
America is the leader of the world Mafia, and if we don't like the rules, we change them. Who has the might to disagree?

There is absolutely no excuse for this shite, unless they know the aliens are taking over the world is ending in the next 5 years. Zero reason. I was in the GOP because as my dad used to say we read the WSJ and democrats line bird cages with it. The last POTUS with a balanced budget was Clinton.
The just told the fiscal conservative wing of the party to frick off decades ago. They need to spend to win they said. There are none of us left now and I mean none of us.

I believe Republicans everywhere referred to this as a death panel back when Congress was working on the early stages of what eventually became The Affordable Care Act.
