You would think with the number of long term 6 figure operator jobs that they are producing, there would be a builder in or out of town building neighborhoods.
The only neighborhood going up is MorganField with DSLD homes.

A big chunk of Lake Charles isn't in the city limits, just like St. George, Zachary and Central aren't in the City of Baton Rouge.
I would say that more small biz in Laffy is why its larger. It used to be smaller pre oilfield.
The rivalry is more about Laffy High blaming success of Lake Charles High on dad's of players getting good jobs at the plants, from back before WWII. There were no refineries or chemical plants in Lake Chuck pre WWII. Growing uo in Lake Chuck, I heard that from my dad and uncles, all who went to Laffy high. Lake Chuck High produced some great athletes as well as world reknown MD's and lawyers back in its heyday. The sports district included Laffy and Lake Chuck back in the day. LCHS ain't der no mo.

I didn't realize the Papania's had Seafood Palace. I still remember the candles at the old Papania's restaurant on 5th.

That was owned by Frank Papania. Luke, nis brother, is the dad of these two brothers. One of our high school coaches told me about it, and them, even though the lives is Abbeville now. I still haven't been there. I have little reason to go to Lake Chuck these days
Edit - 5th Ave was Frank's son. Frank had Papania's on Broad and Hwy 14 formerly the Green Frog owned by NOLA contender boxer Bat Gormley with back room gambling casino. Frank just held a high stakes poker game in the back room

A lot of Cameron/Grand Chenier moved to Lake Charles after Hurricane Rita gobbling up the homes for sale marketplace paying cash up front.

The simple answer is no. LC and Sulphur caught up in old political ways to maintain any positive growth
Sulphur and Westlake have probably gotten worse over the years not better even with all the industrial jobs.

That, and the fact that it wouldn't be smart to build a ton of homes on marsh land barely above sea level. With laws now, you have to build that land up about 10 ft, or more

Probably this. The crossover happened sometime between 1970 & 1980. Lake Charles significantly outpaced Lafayette between 1940 & 1970 but began decreasing in size between 1970 and 1990 before starting to climb again until 2020 (Hurricanes Delta and Laura). Though it has rebounded a little since then, it still has not gotten back to the peak it reached in 2020.
