UK, Germany, and maybe France could all return to some level of strength if the circumstances dictated (or allowed). Don't think they should be included.
Analyzing the more modern empires in light of nuclear weapons makes the analysis curious. Britain has many of the advantages they've always had but the whole island could be wiped away by a middling Russia. Or on the other hand, Britain's relative strength has waned but they could wipe cities off the map in minutes, dwarfing any military might they had in the colonial days

Japan economically dominates the region they once tried to conquer militarily. Their economy is ranked much higher than it was in 1940.
Germany never gave up their dreams of conquering Europe. They just figured out how to do so without firing a shot. It's been a bloodless coup, and the Germans nearly succeeded in 2005 with the EU Constitution Referendum. That would have converted the EU from an economic union to a federal government for a nation state encompassing the entire Eurozone. Rumors are that they will soon be floating that same proposal again as a way to combat the migrant crisis they themselves helped to create. Support for a Constitutional Europe has only grown over the last 13 years, especially now that the UK, which voted overwhelmingly against the measure, has left. Germany is already the EU's bank, and most of its military. They also make up the vast majority of the EU's "deep state" of regulators and bureaucrats. Germany already dominates the continent financially. Soon, they will not just rule it de facto, but de jure.
Germany is winning the slow play.

That’s completely false. Both countries are economic giants. Germany is essentially the head of the European continent they once tried to invade. Japan is in a similar situation.
The answer is definitely Mongolia. They went from a bunch of nomadic tribes to the largest contiguous empire the world has ever seen. Now they’re some irrelevant country living in the shadow of China.

If we're going that far back, then Assyria is probably the better answer.
The largest empire the world had ever seen with the greatest military up to that point in history vanished in the span of a few years.

Remember, it went as an independent political entity from a city of grazing animals that couldn't even wrest control of a salt flat, to the premiere power for centuries of world history-- conquering the parts of the world that had some reasonable antecedent shared culture, and dominating them for centuries on end-- to falling once again to a level where petty city lords were their 'rulers' and cattle once more grazed in the ruins of the Colosseum.
