Why would we care? This is only 8% of the Mississippi’s flow, and it would be for less than one year. After that it would be far less. This water would otherwise just be disgorged into the ocean.
Also, I think it’s unlikely western states would pay Mississippi and Louisiana anything, since those states don’t own the water.

There’s no way that diverting some of the Mississippi across the country to feed an overpopulated desert ends up good for all those involved on the long term

Something tells me the last thing people around Lake Powell want is shitty, mud filled Mississippi river water to be pumped into their lake. Next they will ask us to build high flow filter plants to clear the water.

Until I see some true feasibility studies I don't see how you can just divert a river with no serious unintended consequences.
