These numbers come despite Mayor Bill de Blasio’s vow to diversify the specialized high schools, which have long been seen as a ticket for low-income and immigrant students to enter the nation’s best colleges and embark on successful careers.

I’d be interested to see if they made them list race in the application or not.

And also how many minorities actually applied

Sounds merit based based because this wouldn't have happened if race was a consideration. I don't have a problem with that. Study harder.
