Looking at the charts it appears that in every single school racial and ethnic minorities are the majority of students.

The most elite schools are usually the most racist. They just do an outstanding job of hiding it. This kind of racism is the most insidious and damaging in society. It is beyond intellectually dishonest.

Public school, but the test has been criticized for many years.

They are funded and run by the public. More specifically run by the NYC Department of Education.

a VERY simplified explanation
Magnet schools were an educational fad in the 70's
specialized education in low-income areas to encourage the reverse of white flight
then it became a revenue generator and upper-class areas started getting them
