Yes. They can also have real time surveillance using readers all over the place. They can see everywhere you go, calculate your speed, and watch to see if you come to a complete stop.
The have switched from making sure the car operates safely to total surveillance.
I don't understand why no one sees what is going on here?

Yes, Louisiana politicians do very little without some kind of loophole profit being involved. There's probably small print in the law that's rerouting the inspection sticker profits to some slush fund.

but in Texas i renewed my registration by mail and received a new sticker like a week later.
no inspection, never asked for proof insurance, nothing.

My inspection sticker expired in 2021 on both of my trucks. I haven't renewed it. Not sure about my wife's car, but it's probably expired too.

But you still need emissions testing in certain Parishes. Federal requirement because of the Clean Air Act. Kinda have to follow it since they won the Civil War.

Louisiana legalized ALPR's way back in 2015 and since 2021 Flock Cameras have been all over the place. They didn't need a QR Code sticker. The technology existed and has been used for nearly a dozen years.
