In virginia I pay an annual licensing fee of $32 per vehicle.
The $32 per was to offset registration stickers costs that state paid for
The state did away with stickers in the 90s, but the fee still has to be paid each year
that’s on top of personal property tax we pay for each year

So when does this go into effect?

My question too! I hate the computer check so if that is still required we have no real gain here
Yeah as vehicles age it's a constant battle fighting the check engine light.
Many times the codes don't really affect how the vehicle runs, it's just an emissions sensor code. Most vehicles if you reset it, it throws a "not ready" code so you can't pass the emissions test either.
There is a reason mechanics call it "the money light".

My 2 down voters.
I know for a fact this is true.
32 years of service didnt lead me to know otherwise. But go get you one of each and report back IJS

It looks like in EBR you still have to get an emissions test, so i don't really see how this creates much of a convenience. just slightly cheaper i guess.
Yeah what the frick is this shite?

We all know the air quality problem in EBR comes from personal car emissions, not all those giant chemical plants and refining complexes lining the Mississippi River.

There's like a million different websites where you can make your own QR code. Just make one yourself for free. You could even make one with someone else's VIN if you like to live dangerously.
