It’s just them trying to make a sandwich out of the shite they were dealt.
I don’t think this was a false flag, nor do I think Russia “let it happen” outside of ignoring our warning because they don’t like to rely on help from the west.
This sort of thing has been happening in Russia for decades.

Agreed, not everything is part of some grand conspiracy.

Just as expected, Putin plays the Ukraine card despite the absurdity of the claim Kyiv could be involved. Terror suspects, he says, tried to escape to Ukraine, “where early reports indicate a window had been prepared to cross the international border.”

Hilariously, this statement unintentionally implies that Ukraine controls the border to Russia and that Russia can’t defend its own internal border.

Russian Security Forces have released Footage showing part of the Interrogation that was conducted against several of the Terrorists that were Arrested this morning in Forrests of the Bryansk Region, with both of them claiming to be Migrants from Tajikistan who were Living in a Hostel on the Northern Side of Moscow and that were Recruited for the Attack on Terrorist-Operated Telegram Channel, which promised to Pay them roughly Half-a-Million Rubles or around $5,000 U.S. Dollars.

Timchenko is a Russian-born Latvian, not Ukrainian.
If you're going to understand what's going on in Russia after their independent media has been repressed, you've got fewer sources - Russian state-backed sources, western media (which you dismiss), ex-patriate media (which you also apparently dismiss), so it's natural you're going to come out with a pro-Russian perspective. Have some balance, mate!

It depends what goes boom as to how effective a strike is. A large fire might signify nothing of major importance as to ability to replace or repurpose something like a storage tank.
I suspect that the Ukrainians are smart enough to know which parts of a refinery are the most critical and hardest to replace, but it may not be so easy to target that accurately enough from that kind of range.

I can’t wait until MTG starts blathering about Ukrainian terrorists and the theatre attack

They are probably evaluating the results and refining (no pun intended) their tactics. I also think it's likely that they are working on AI assisted targeting.

I’m no expert but I assume most of their refineries conveniently should be located in the mid-southern part of Russia though am I right? That is where the Germans attacked to try to control the Russian oilfields.
Azerbaijan was the oil production and refining center for Russia from well before even WWI. Samara region is where most of the refining is today since the 1950's/60's with oil and natural gas coming from Western Siberia.

That sandwich is going to cost a lot of lives. Russia will torture the people they arrested until they implicate Ukraine. Russia will then officially declare war on Ukraine and start conscription of anywhere from 100,000-500,000 additional troops. This will all happen in the next 2 weeks while Congress is out of session for Easter. That means no votes on aid, additional sanctions, or anything else related to the situation. It also means that Joe Biden will be busy trying to remember what he is looking for at the White House egg hunt and inviting the Easter bunny to come look at his corvette.

Speaking of narratives not adding up.

A car with suspected terrorists was detained 16 km from the border with Belarus ????, not Ukraine ????. - Belarusian news. So, what happened? Putin said the terrorists had been given a “window,” to enter Ukraine?

I have just been told over there that Russia by all accounts has tried to minimize civilian casualties.
