The protocol for hostage situations is to shoot first and ask questions later?
For all that cop knew the guy who walked out could have been a hostage.

I'm going to go out on a limb and say that I doubt proper protocol is to shoot the first person you see in a hostage situation before knowing who they are and/or if they are armed. What if it were a real hostage situation and one of the hostages had somehow gotten out on the front porch?

where in the article linked did it say what transpired in those 10 seconds?

you know this is not even close to being accurate
I'm sure there's a certain number of officers that have their hand on their gun during even the most mundane traffic stop.

problem with this line of thinking is that now the cop is hesitating and hesitation can get you shot in the face
The victim simply walked out onto his porch to see what was going on. You don't think that would require any hesitation before shooting him?

Go watch the body camera from the cop. The cop was 99% in the wrong here

A Kansas district attorney announced yesterday that a police officer who shot an unarmed man on his own porch will not face charges because the officer was operating under the impression that he was responding to a hostage situation.

Finch saw the police lights outside and—not realizing that his own home was their target—went out on the front porch to see what was happening. Ten seconds later he was shot and killed by police.
From the Police Dept

“A male came to the front door,” Livingston said. “As he came to the front door, one of our officers discharged his weapon.”

The DA shouldn't make the decision in who gets charged?

what happened in those 10 seconds? was he ordered to raise his hands? get on the ground? did he reach for something?
Posted on 4/13/18 at 3:45 pm to SlowFlowPro
There are people in this country who would support a cop not being charged if he or she killed a child and used the "in fear for my life" defense. That's just how deep our hero worship goes.

Have you signed up for the academy yet? If not you definitely should. You'd definitely rise up quickly through the ranks. Get lots of paid vacation time

Now, the dude who called in the swatting is the one who needs to be charged with Murder. Not sure if Kansas has the law about anyone dying in a crime, remaining criminals get charged with murder of dead person(s)
Ok, given that 911 calls HAVE to be accessible to as many people as possible, without giving ID or authenticating yourself... and police cannot wait to trace a phone call to its origin...
do you not understand how easy it is to get away with a 911 prank call?
cops MUST use scrutiny when using lethal tools while answering emergency calls.

There are other political considerations here. If the officer is arrested or disciplined it can call into question all of the convictions that this officer participated in, which makes the DA look bad. He doesnt have a lot of reason to prosecute any LEO unless it endangers his election.
