not much you can do
either purchase the window units and leave once the lease is up or get a copy of the lease and see if there is anything in it that is enforceable upon the landlord when it comes to unit maintenance
either way he shouldnt be able to just raise the rent mid lease and that would come on any renewal that i assume yall wouldnt do in this case

In the last 1 bedroom condo I rented my AC unit got blown off the roof by wind shear. My landlord put a big AC unit in my living room that cooled the whole unit if I left the bedroom door open. It took a month to get my unit and the others that got blown off the roof replaced. My electricity bill was around $100.00 higher that month, but it was the middle of the summer. Some of the condos on the top floor had water damage. the only water damage I had was my garage door opener fell and put a dent in the roof of my car. My renter's insurance took care of that.
ETA: Just read the "She was getting a deal from a friend" stuff. Sounds like she had a good thing going. Too bad the AC went out.

Assuming the lease is a typical residential lease--probably worth reading before anyone gets too worked up--he has to repair the A/C timely. However, if her is lease is at this point month-to-month, he can absolutely tell her either the rent will increase by $X on Y date or else he's terminating the lease. If it's for example a one-year lease with six months left, then typically he can't increase the rent before the remaining six months are up.
