I've had similar things happen and it's frustrating, because I know these people aren't stupid. Unless we are on one end of that bell curve, we all possess around the same cognitive ability. All they need to do is read a fricking book every once in a while.
I know people from high school that to this day brag about never having finished a complete book. As if they've gotten away with some bank heist by graduating high school without reading.
Reading books on many different topics can only help you.

We should absolutely provide vocational training as a legitimate substitute. Let kids who have no future at college learn a trade, enter the workforce, earn real money, and hopefully they will have a family of their own in a stable home where their kid can hopefully be in a position where they can go to college

95% of Americans have very little understanding of basic civics. I mean, even the Wise Latino on SCOSTUS has difficulty understanding the 10th amendment.

To get an idea where the strengths and weaknesses are in order to figure out where and how to address the issue.
It would probably be silly to expend resources trying to increase literacy where it’s above 90% already, right?
Until you have all the info you don’t know where the real issues are and until you can understand and correct the core issues causing the problem, you’ll never fix them.
ETA: what exactly do you think demographics means?
