The thing is, IQ isn't exactly something that can be raised that much just from education. Brilliant people will be brilliant regardless of education and dumb people will be dumb regardless. With education, you bring the lows up a bit and bring the highs up probably a bit more, relatively speaking.
It's like vegetables and all species of mammals. If you don't keep good seeds and keep recycling the same crap to the next crop, you will weaken the gene pool... Just think about it.

83 isn’t just a little slow.
Most people are able to easily communicate and socialize with others within a 30 point range (+ or - 15). The US average is between 100-102.
A person with an 83 IQ has trouble relating to and communicating with the average adult.
Those aren’t Trump voters. Those are most likely not not even voters at all. As adults, they likely congregate in very low income areas with a wider safety net.
