The “90%” figure refers to the net increase in employment among foreign born workers since the pandemic era benchmark, not to 90% of job openings or proof that foreign-born workers replaced U.S. born workers. Since February 2020 includes the start of the COVID employment shock, the comparison includes the recovery of temporary pandemic job losses.

Foreign born workers were disproportionately affected early in the pandemic, so some of the later increase likely reflects their return to employment. But BLS data cannot determine whether individual workers were replaced, why someone lost a job, or whether a later hire replaced another foreign-born worker.
