Well the article does say the GAINS are decreasing, and are more likely leveling off if anything. That said, I don't think there is any evidence to support that this is a function of some Idiocracy-like breeding pattern. In fact, I'm not sure if it's really any different than the past anyways. And demographically though, there is some evidence that the decreasing gains is actually more prevalent in the groups with higher intelligence, which could indicate that these are just biological constraints of cognitive development and higher groups are realizing those constraints.

IQ is potential. I think he was commenting on the fact that “uneducated/unskilled,” does not mean “unintelligent.” It may just mean they haven’t been taught the skills. And regardless, intelligence is far from the sole determinant of skill development, and many of those skills are even less reliant on intelligence.

But I don’t know what you meant when you referenced immigrants in relation to intelligence either. And I think he was also highlight that those populations have geniuses in them too anyways.
