A generation of subverting intellect will do this. Most (not all) teachers at every level from Kindergarten to postgraduate teach to the dumbest student. That not only holds smart students back - It makes marginal students dumber.
Every college in America is graduating students that can't read at a high school level. Even the Ivy League.
