Unfortunately, everything so far appears to be on the up and up of the receiving of funds aspect.
However, why those specific groups were the beneficiaries is where it can get interesting. That means there was coordination between USAID and these beneficiaries. Root out the weak hand and get them to squeal. Voila - conviction.

I'm sure it's not intentional, but you may''ve just pointed out a line of potential USAID corruption that needs to be investigated since smallpox was eradicated world wide in 1977. Thee are still a few stocks of smallpox vaccine in secure storage in case there's ever an outbreak of smallpox, but routine vaccinations of smallpox were discontinued about 40 years ago. OTOH, maybe USAID is still "donating" our tax dollars for smallpox vaccination programs somewhere.
