According to your quotes Levin did not create the scoring so therefore did not set “the standard”.
I’m curious to what you are speaking about when you say silly stuff like people always refer to the Liberty score.
You should know this obviously but most of the time people refer to Heritage scores/ratings here. Very rarely is it Liberty.
