Congress gave power to the executive branch to carry out war plans with the responsibly to report to congress within 48 hours. If congress agrees with the war they can provide the president authority. If congress disagrees the president he has to pull back. From the time of congressional notification, congress has 60 days to respond. If congress does not respond the president has to pull back.
