So this is tantamount to the parliamentary procedure in the sensate to vote for cloture but vote against the bill.
Vote to advance the bill to a vote on the floor but vote against the bill on the floor.

I understand his point. They could come back with a worse bill that gets some left Dems to vote for it and then it passes.
