This is why live rounds make more sense. Compression may kill one....but wouldn't injure somebody away from the gun. (A la Brandon Lee) if somebody had a live round on set, tbey should be beaten....

It's plausible the shot happened at close range. This is just speculation here but it's possible that the camera was in tight on Baldwin and that the scene called for him to fire the weapon while the camera was in close. That would put the cinematographer and director at close range. The bullet likely would then have gone through the cinematographer manning the camera and then hit the director, who was probably standing just behind his DP.
