Well, Baldwin is a producer, so that may make dodging charges more difficult for him. But, the prop director is probably more exposed than the actor for mishap with the prop.
At this point, we don't really have enough facts to draw any sort of firm conclusions.
This could be a prop malfunction. This could have been a safety violation by Baldwin and/or the people who got killed/injured. There could be something else going on. I know it is high profile, but best to reserve judgment until more facts are developed.

And I don't know how this couldn't be the case. He shot the director and cinematographer. Doubt they were standing in for the targets in a rehearsal.

Which leads me to believe it may have been pointed at the camera. Scripted or not could play a huge part.

I don't know about the prop director thing. Why is Baldwin pointing a gun at someone and pulling the trigger?
