Well, the better Baldwin ( no relation ) , Adam, has chimed in. He knows a few things about guns himself, taking over the show Gunny Time, after Lee Ermey passed.

Probably for the same reason, there is normally a professional armorer that is responsible for firearms and ammunition used during filming. They are there to prevent incidents like this. The firearms would have been checked for the correct type of blanks during filming, unloaded, and secured between takes. To save money there was no armorer hired for the Bardon lee film, looks like something similar had to happen here.
