The fact that the process was begun multiple times proves my original point, that being that both sides before and during the war were considering expanding NATO into Ukraine.

Add in how Obama was against meddling in Ukraine further strengthens the point. That was strengthened AFTER Yanukovych caused Maidan, FWIW.
It took Russia invading in 2022 to make Ukraine joining NATO become a possibility.

Putin believes otherwise and his opinion is the one which matters most.
Estimates of dead and injured vary wildly but at the end of the day Russia has far more warm bodies they can throw in the meat grinder versus what Ukraine can. As long as Putin feels like the attrition rate is still creating positive enough gains, he's going to continue pursuing this.

Kherson and Zaporizhzhia are not under Russian control currently and those regions voted heavily in favor of Ukraine's independence referendum in 1991, upwards of 90 percent. I'm skeptical that those regions would vote to leave Ukraine in a situation where you could assure everything was above board, which also isn’t likely.

I'm about 90% sure that they voted for EU integration prior to 2014, too.
