I wonder if he was either gifting money to others, like his nieces and nephews, or he had parked a huge sum in some sort of family trust. With that said, without children of his own building up a great deal of money may have just been unimportant to him.

Reporting any offshore accounts is required when submitting a taxpayer's 1040 tax return.
And a quick Google search shows all congressional reps & senators must disclose any offshore accounts and their value on their annual congressional financial statements.

Add in a 401(k) or rollover IRA (or a 457(b) for government employees) and that's likely another $500,000 - $750,000 added to their net worth.
