Why no Post-TOPS residency requirement?

Might be poli-board, but...
I’m guessing this is because everybody in Louisiana is just trying to get fat off the hog (including middle class), but why is there no residency requirement for tops after college?
If you use tops and leave the state after you graduate from college, you should have to pay back the TOPS scholarship.
The purpose of the top scholarship is to educate Louisianians. Any good reason this isn’t law?

Yeah why actually try to get your shite together as a state to entice people to stay and work when you can just big government the frick out of it and make it mandatory?

I feel like this would be difficult to track or pretty easy to get around
The simplest solution is to just raise the requirements. It is not a difficult fix.

Last time I checked, they are still Louisianians when they attend college on TOPS.

I think TOPS should be harder to get so students will try harder in high school and college.

Tops was just a shell game. State cut funding to State universities, and added tops.

Because only giving aid to students who actually excel and may graduate is racist. Screw the guy who designed and funded the program originally. I need to be able to dole out money to my constituents for votes.

While it would never happen for a few reasons, but I wish TOPS could be a loan program that would forgive 100% of the loan if the student graduated and stayed in Louisiana for a couple of years after graduating. The reason it wouldn't work would be unfairness to people that leave school for hardships (family death, illnesses, accidents, finances, etc). The residency requirement is even trickier b/c you'd need to give a timeline. For example, someone can go to LSU for 4 years on TOPS then has to leave the state temporarily to attend a graduate (or medical) school. It seems like it would be an administrative nightmare sorting out all the 'what ifs'.

TOPS needs to be changed/updated. If the jobs are not here for college grads then maybe we should be putting more people into trade school instead of college.
Either way something needs to change with TOPS. I think the easiest fix is, it needs to be loan that is forgiven upon graduation and standards need to be raised so it isn't basically a giveaway.

How long does someone need to live here to get it? I have a neighbor that has only lived here for 3 years and has one kid in college on TOPS and about to have another. Plans on leaving after next kid graduates high school so she can lock in TOPS.
Seems like that is an area for improvement to the program.

I believe other states have similar programs and have residency requirements. But if there are no jobs there no jobs.
I do believe one should have to earn a degree or repay the money. Tops should not go to people who want to party and flunk out of college.

How could you enforce this when Louisiana doesn’t have enough jobs for all those graduates.
