The trend seems to be for more and more colleges to offer more and more of their courses via partially, majority or all on-line. Even the medical school students can participate in most of their courses that way.

Serious question, does Louisiana high schools offer college credits while in high school? Many kids here in Texas (at the better schools) graduate high school with an associate's degree.

Lsu also does a spring testing where seniors can go and test out of the intro classes

Yes. From my understanding there are two basic versions.
One is called Dual Enrollment, and is done by some districts in conjunction with a university. The person who teaches it has to undergo training and approval by the university. The credit for these courses apply to the university as long as they mesh with classes accepted for your major. My son had classes that put him well into his sophomore year of college, snd I know of a couple of kids who had even more.
There is another version called Advanced Placement. I don't know as much about that, but I think it just lets you take tests for some college credit.

You'd be shocked how many small town Louisiana kids couldn't cut (nor necessarily wanted to) at LSU for more than 1/2 semesters when I started there in 2012.

I was just kidding, dude. I've got nothing against ULL. It just seemed strange to me that people were using geographic proximity as an argument to close some schools while ignoring one that is right smack between two other schools.
Personally, I think that some of the smaller universities serve a good purpose in promoting higher education to people that could not or would not go to a school where they had to get a dorm, apartment, meal plan, food budget etc. It just seems ultra flippant to say, well if you can't go to LSU, maybe you shouldn't go to college at all. Would that really improve the state? I don't think so.

The state should not be setting up small regional colleges. It makes no sense
The state should have one large flagship(lsu) and then a few very large regional commuter schools

Then Community colleges sprinkled in other places

Where do we rank on handling that budget?
Where do we rank on the returns from those 4 year universities with graduation rates?
Those are the numbers that matter

Yes they do, but it's not nearly as good as what Texas does.
It was actually an issue in this year's legislative session, there was a bill that would have provided that every student (maybe limited to seniors, i don't recall) could take two dual enrollment classes for free. A big part of the issue has been that in most school districts, in order to take dual enrollment, you had to pay some money, and a lot of kids in public schools here could not afford that.
In typical LA fashion, the bill was amended to just set up a study group to study the issue and report back in a couple of years.
