Vanity plates are extremely popular in VA and have been for decades. The cost difference between a normal plate and vanity plate isn’t a lot so many people get them.

Misssissippi car tags are based on the value of your vehicle. It is relatively cheap when you’ve got an old vehicle, but car tags can run $1000 per year on a new vehicle. The $30 custom tag fee is relatively small when you are talking about that kind of money for a vehicle registration.
People flip out when they see my Mississippi tag with LSU logos on it!

When they first introduced the black license plates a couple of years ago, they had to be personalized for some reason. In other words, it wasn't a random assortment of letters and numbers. The standard issue tags (white in color) were three letters in a row, and three numbers in a row.
Now, they've simply rearranged the letters and numbers on the black tags so that they don't have to be personalized, and you can get the random issued letter and number combination.
Normal MS license plate: ABC 213
Black MS license plate: 123 ABC
Not sure why that was so difficult for them to figure out at the outset...

This is true, at the Vicksburg park almost every MS plate was personalized.
