Put these places in a hopper and pull them one at a time, any would qualify for worst…

Any LA Department of Motor Vehicles License offices
Any local branch of the Social Security Administration
Any State ran government office
Any Hospital Admission, Registration or Reception desk
Most all of these are largely staffed according to EEOC, DEI and other quota demands and the general public is required to put up with their BS and not complain.

I'd go with what was Triad Hospitals, which was bought out by Community Health Systems. Triad only hired the worst of the worst for CEO, COO, and CNO. Prospective CO's that they trained were only hired if they could lie without hesitation and deceive without being caught. I spoke to several COs from other companies and they agreed with my analysis. A direct quote from one of them, "You cannot be a nice person, or a "good guy" and work as a CO for Triad." "Or a honest person."

I assume their evil was diluted by CHS, who absorbed them. But I would warn anyone in healthcare at the managerial level to ask a potential employer if they ever worked as a CO for Triad. Turn down the job if they say yes. I've dealt with at least 8 of them personally and they are the 8 worst COs I've ever dealt with. Habitual liars.
