Just means he was in a BLS unit and not an ALS unit. When my son broke his arm I just loaded him up in my truck.
ETA: I assume he was already splinted? If he was, not much else they can do. If they were only EMTs (BLS care) and not paramedics (ALS care) they can't give meds. ALS unit would have cost even more
